In 1796, the government of the Northwest Territory authorized the creation of Wayne County in northeastern Ohio. The county seat is Wooster, Ohio, which is also home to the Wayne County Courthouse. The Courthouse was constructed to Thomas Boyd's design from 1877 to 1879. The building is designed in classic Second Empire style and is composed of sandstone. The building houses the Court of Common Pleas, Clerk of Courts, and Probate & Juvenile Court system.

The historical Wayne County Courthouse was in the planning stages of the restoration of the outside of the Courthouse and wanted to make sure that everything underground was in good shape. Upon evaluation, it was identified that they had a 4 inch PVC and 6 inch cast iron sanitary sewer pipe with corrosion and scale build-up, encased in concrete and running under the sidewalk to the city main.
Using Flow-Liner® technology, a Flow-Liner Certified Installer cleaned and prepared the 4 inch and 6 inch sanitary sewer pipes and installed the Flow-LinerĀ® Cured-in-Place Pipe Lining System.
The 4 inch and 6 inch sanitary sewer pipes were successfully lined without disruption to the operations of the Wayne County Courthouse. The Wayne County Administrator was very pleased with the results and commented:
"By using your pipe lining system we were able to save the time and expense, and mess, of digging up the sidewalk and street to repair the old line. We appreciate that you did the repair work outside of normal working hours and everyone has been pleased with the results. We will certainly consider this system for future projects."
